Vizag Metro is a proposed rapid transit system in the city of Visakhapatanam, Andhra Pradesh. Amaravati Metro Rail Corporation Ltd (AMRC) was formed as a special purpose vehicle (SPV) in June 2014 to implement metro rail project in Vijayawada and Vizag. The city is exploring the possibility of Public-Private Partnership to construct 43 km-long metro rail lines in Vizag.

AMRC released Request for Qualification (RfQ) for the development of Visakhapatanam Metro Rail Project in September 2017. Government of India requested the State government on September 1, 2017, to re-examine and submit the detailed project report (of Visakhapatnam metro project) in the light of Metro Rail Policy, 2017, which came into force from August 16, 2017. However, the city decided to release the tender document as it is on PPP model only.

The key features of project are:

Metro Rail Corridor Length

42.5 kms

All Corridors

Number of Lines

Number of Stations

Estimated Project Cost

INR 8.8 billion

Estimated Capital Cost Investment by Developer

INR 4.2 billion

The authority received good response from the industry. Five Indian firms have submitted bids for the RfQ and the proposal will be evaluated to shortlist for the Request for Proposal (RfP). The lists of companies are:

·         Adani Enterprises Limited

·         TRIL Urban Transport Private Limited

·         Shapoorji Pallonji and Company Private Limited

·         ESSEL Infraprojects Limited

·         IL&FS Rail Limited

AMRC is planning to complete the evaluation of RFQ and will release RfP document by April 2018. The shortlisted firms will apply for the RfP in collaboration with their partner companies. The authority has relaxed the criteria to have experience in taking up metro rail projects for submitting bids in the RfQ or RfP, but they must have hands-on experience in taking up any giant project on the PPP model. The receipt of RFP proposals from the firms and the selection of a suitable developer is proposed to be completed by October 2018.
